METHODOLOGICAL APPROACHES TO EVALUATING THE EFFICIENCY OF THE NATIONAL INNOVATION SYSTEM

This article analyzes international, foreign, and national methodological approaches to evaluating the efficiency of the national innovation system. The study reviews tools developed by organizations such as the Global Innovation Index, European Innovation Scoreboard, ASTRA, and The Economist, as well as models like IRIS, Karmazin's framework, and the author’s proposed model – the Innovation Infrastructure Activity Index (IIAI). The paper introduces a modern method based on relative indicators covering potential, expenditures, and effectiveness, enabling fair assessment even under data scarcity.
