MECHANISMS FOR CONSIDERING PUBLIC OPINION IN THE PROCESS OF ADOPTING NORMATIVE LEGAL ACTS

This article examines the essence, legal foundations, and practical mechanisms for taking public opinion into account in the process of adopting normative legal acts. The participation of citizens, civil society institutions, and mass media in the law-making process is analyzed on the basis of the principles of transparency and openness.
The article studies the normative and legal development of the institution of public consultation in the Republic of Uzbekistan through examples of presidential decrees and current legislation. Based on a comparative analysis with foreign experience, scientific and practical recommendations are proposed to further improve public participation in the legislative process.
