%X This article provides a scientific and theoretical analysis of the role of enhancing human dignity and developing a free civil society in building a people-oriented state. It examines the issues of ensuring human rights and freedoms, strengthening civil society institutions, and increasing mutual responsibility between the state and society. The importance of recognizing human dignity as the highest value in the context of democratic reforms is substantiated.
