%X This article analyzes the problems related to developing higher education students’ competence in designing pedagogical software tools. It also highlights the opportunities for developing students’ thinking, creativity, and technological problem-sololving competence in the process of designing pedagogical software tools. In addition, the article presents existing problems in developing students’ knowledge and skills related to pedagogical software tools.
