N2  - This article examines the need for a differentiated approach to financing the social protection system in the regions, in particular, using the example of Surkhandarya region. Against the background of demographic growth and increasing social needs, it is necessary to take into account territorial characteristics for a fair distribution of social assistance - benefits and human resources. As of April 1, 2025, the population of the region reached 2.96 million people, which indicates a significant increase compared to the same period in 2024. The article also notes that in Uzbekistan, the financing of social programs has doubled relative to GDP and the number of low-income families has increased fivefold. The author puts forward mechanisms for improving the distribution of social funds based on regional demographic, economic and infrastructure indicators.
