FORMATION PROCESSES OF THE NATIONAL POLITICAL ELITE IN TURKESTAN

This article is devoted to the formation of the national political elite in the conditions of the establishment of the Soviet regime in Turkestan. In this, it was analyzed that the Bolsheviks did not bring the representatives of the local people closer to the Soviet administration, they viewed their activities with distrust, and the nomenclature was introduced, which was considered the practice of promotion from the bottom to the top in the personnel policy.
